데비안(Debian)은 운영체제다. GNU/Linux 커널을 기반으로 하면 리눅스 배포판이라 할 수 있고, GNU/Hurd 커널을 기반으로 하면 허드(Hurd) 배포판이라 할 수 있다.

동시에 데비안은 커뮤니티다. 자원봉사자로 이루어진 데비안 개발자, 메인테이너, 기여자들의 공동체다. 실제 데비안에서는 전통적인 개발 외에도 다양한 분야에서 기여가 필요하다. 문서화, 지역화(번역), 위키, 확산(언론), 인프라 운영(서버 관리자 등)과 같은 영역이 대표적이다. 이를 포괄하기 위해 데비안은 “Non-uploading 개발자”라는 개념을 마련했다. 이들의 기여는 기록되고, 공식적으로 데비안에 의해 인정된다.

그러나 작년 한국, 부경대에서 열린 DebConf24에서는 소외될 수 있는 사례가 드러났다. 온라인 기반의 기여는 비교적 쉽게 기록된다. 반면 2주간 오프라인에서 진행되는 컨퍼런스 주최 기여, 즉 On-site 중심의 기여는, 이를 기록하는 체계가 없다면 쉽게 누락된다. 짧은 기간 자원봉사에 참여한 경우는 기록되었으나, 오랜 시간 준비와 현장에서의 집중적인 기여가 요구되는 개최 활동은 기록되지 않고 잊히는 문제가 발생했다.

본 발표는 이러한 On-site Non-uploading 기여를 중심으로 데비안의 기여 문화를 고찰한다.

Debian is an operating system. When based on the GNU/Linux kernel, it is known as a Linux distribution; when based on the GNU/Hurd kernel, it is a Hurd distribution.

At the same time, Debian is also a community—a collective of volunteers including developers, maintainers, and contributors. In practice, Debian relies on contributions far beyond traditional software development. Areas such as documentation, localisation (translation), the wiki, publicity, and infrastructure maintenance (e.g. server administration) are all essential parts of the project. To recognise this diversity, Debian introduced the concept of "Non-uploading Developers"—contributors whose work does not involve uploading packages but is still officially recorded and acknowledged by Debian.

However, during DebConf24 held last year in South Korea, a form of contribution risked being overlooked. Online contributions are relatively easy to track and record, while on-site contributions—such as hosting and organising a two-week conference—can easily go unrecorded if no proper system exists. Short-term volunteer activities during the event were documented, but long-term, intensive on-site efforts in planning and execution were often omitted and forgotten.

This presentation explores Debian’s contribution culture, focusing on such on-site non-uploading contributions and the challenges of recognising them within the project’s current framework.
